Cumulative community savings (5 years)
Stacked bars in millions of COP. The total height of each bar is the cumulative community savings through that year; the top segment is the savings for that year. Assumptions: the municipal model holds the tariff constant and does not model panel degradation or O&M costs — unlike the Solar Simulator, which does model them. That is why this curve is flatter and more optimistic than an individual project's cash flow. It is a ceiling, not a financial projection.
