Module 5: Cooperative Management Platform

1. Why an energy cooperative needs a management platform

A community energy cooperative is not merely a technical generation project: it is a living organization with members who join and leave, contributions that change, invoices to issue, and physical assets to monitor. When this information lives in notebooks, WhatsApp messages, and scattered spreadsheets, the cooperative loses traceability, makes billing errors, and exposes its leaders to trust conflicts. A management platform centralizes this data in a single location, enabling the board of directors to make decisions with up-to-date information and allowing members to trust that their contributions and benefits are calculated correctly.

The need for digitization does not depend on the cooperative's size. Even a small cooperative of 20 members benefits from having a structured registry, because management errors — an unrecorded contribution, a miscalculated invoice — erode the social trust that sustains the entire cooperative model. As the cooperative grows and connects more households or local businesses to the community energy system, manual management simply becomes impossible to sustain without errors.

2. The four functional modules: members, contributions, billing, and monitoring

Every robust cooperative management platform is organized around four interconnected functional blocks:

  1. Member management — personal data, date of enrollment, membership status, connection point.
  2. Capital contribution or dues tracking — documents how much each member has invested and what share or 'certificates' they hold within the project.
  3. Billing — translates energy generated and consumed into monetary amounts to charge or credit.
  4. Energy monitoring — connects actual generation data (solar panels, smart meters) with the other three modules so that billing is automatic and verifiable.

These four modules must communicate with each other. If energy monitoring is disconnected from the billing module, someone will have to manually transcribe meter readings every month, introducing errors and delays. The integration of these data flows is precisely what distinguishes a mature cooperative management platform from a simple spreadsheet.

3. CoopEnergia: the platform inspired by the Dutch Econobis model

CoopEnergia is the reference platform this program proposes for Colombian cooperatives, inspired by the Econobis system widely used by energy cooperatives in the Netherlands. Econobis originated as a customer relationship management (CRM) system for non-profit organizations and cooperatives, and was specifically adapted for the Dutch community energy sector, incorporating membership, capital contribution, and member communication modules. Its value lies not just in the technology but in the data model: it precisely defines what information needs to be captured and how a member relates to their connection point, their economic participation, and their communication history.

CoopEnergia takes this same data model logic and adapts it to the Colombian regulatory context: it incorporates fields specific to the CREG net-billing scheme, the grid operator (OR) connection account number, and the classification of contributions according to the type of cooperative membership defined in Colombian law (Ley 79/1988).

The goal of this module is not for participants to become experts in a specific software application, but to understand the data logic behind any platform of this type, so they can evaluate, demand improvements, or migrate to a different provider with informed judgment.

4. International reference: Econobis and Voorstroom in the Netherlands

In the Netherlands, the energy cooperative ecosystem (grouped under the Energie Samen federation) solved the administrative management challenge through the combination of two complementary platforms. Econobis handles the member relationship: membership, communications, capital contributions, and governance. Voorstroom is a specialized platform for energy billing and supply that enables cooperatives to act as energy providers for their own members, managing tariffs, consumption billing, and settlement with the wholesale electricity market.

This separation of responsibilities — one platform for the social and cooperative relationship, another for energy transactions — is an important design lesson. Many Colombian cooperatives just starting out try to solve everything with a single giant spreadsheet, which works at first but becomes unmanageable as the number of members grows. Understanding that these are distinct, though interconnected, functions helps Colombian cooperatives plan their technology growth in stages.

5. Data security, backup, and operational continuity

A cooperative management platform handles sensitive personal data (names, addresses, members' financial information), which obliges the cooperative to comply with Ley 1581 of 2012 on personal data protection in Colombia. This means, at a minimum, having a data processing policy, obtaining informed consent from members, and ensuring that only authorized individuals on the board of directors access sensitive information.

Beyond the legal obligation, there is a practical risk: if the only computer with the member registry breaks down or the only officer who knows how to use the spreadsheet steps down, the cooperative can lose years of information.

For this reason, every cooperative — whether it uses CoopEnergia, a cloud spreadsheet, or any other tool — must establish a regular backup routine, ideally automated and stored in a location separate from the primary device (for example, Google Drive or Dropbox), and must document the procedures for using the platform so that more than one person on the board of directors can operate it. Institutional continuity depends on knowledge not being concentrated in a single person.

International reference

What worked in another context and what is transferable to Colombia

Econobis + Voorstroom (Netherlands)

Energie Samen, the national federation of energy cooperatives in the Netherlands, promotes the combined use of Econobis (member and membership management) and Voorstroom (energy billing and supply) across its more than 700 affiliated cooperatives.

A typical solar cooperative in a Dutch village uses Econobis to register who is a member, how many 'participation certificates' they have purchased (equivalent to individual solar panels within a collective project), and to send automated communications about assemblies. Voorstroom, in turn, calculates monthly how much energy the project generated, distributes it proportionally among members according to their number of certificates, and generates the corresponding credit or discount on each member's electricity bill.

  1. What are the advantages of separating member management from energy billing management, rather than using a single system for everything?
  2. In the Colombian context, where net billing (CREG Resolution 174) defines how surplus credits work, what data would a platform like CoopEnergia need to capture to automate that calculation?
  3. If your cooperative had to choose today between investing in a robust platform or maintaining manual control with spreadsheets, what would you choose and why? At what point in your growth would that decision change?

Cooperative Management Template

Each participant builds, in a spreadsheet (Google Sheets or Excel), a template with three minimum tabs for their own cooperative:

  1. Member Registry: columns for full name, identity document, enrollment date, address/connection point, status (active/inactive), and contact information.
  2. Contribution Tracking: columns for member, amount contributed, contribution date, number of 'certificates' or equivalent share, and cumulative balance.
  3. Billing Simulation: a sheet where, based on a simulated total monthly generation figure (in kWh), energy is distributed proportionally among members according to their share and the amount to credit per member is calculated using a reference tariff (for example, the COP/kWh rate from the net-billing scheme).

The final deliverable must include at least 5 members (real or simulated) and a billing simulation for one full month.
