Topic 1: The six data streams for investment readiness
An investor or funder — whether a development bank, an international cooperation fund, or FENOGE itself — cannot evaluate a community energy project without reliable, systematic, and verifiable data. This module organizes data collection into six complementary streams:
- Production data — energy generation, equipment availability, maintenance performed.
- Environmental data — avoided emissions, natural resource use, impacts on the local ecosystem.
- Financial data — revenues, operating costs, payment delinquency, cash flow.
- Social data — number of beneficiary families, jobs created, participation by gender and age.
- Governance data — assembly minutes, composition of governing bodies, bylaw compliance.
- Regulatory compliance data — RUCE registration status, Supersolidaria reports, compliance with CREG technical requirements.
The systematic collection of these six streams, from the very first day of the project and not only when financing is sought, is what impact investment terminology calls 'investment readiness': the demonstrated ability of an organization to generate reliable and auditable information about its own performance. Communities that start collecting this data late typically face much longer and more expensive due diligence processes when they eventually seek external financing.
Topic 2: RUCE registration and CREG reporting in practice
Building on Module 1, this module goes deeper into the practical aspects. Completing the RUCE enrollment form requires gathering in advance:
- Technical documents — project data sheet: installed capacity, technology used, georeferenced location.
- Legal documents — bylaws, certificate of existence and legal representation.
- Evidence of community participation — minutes of the meetings where the project was presented to and validated by the community.
Additionally, once the project is operating and connected to the grid under the net metering scheme of CREG Resolution 101 072, the community must periodically report generation and consumption data to the grid operator, which in turn feeds into the net billing for each member.
Keeping these reports organized from the start (in a simple shared folder, even if just on Google Drive or a similar service) prevents the loss of critical information when the cooperative's leaders or officers change.
Topic 3: KoBoToolbox as a data collection tool
KoBoToolbox is a free and open-source platform, widely used by humanitarian and community organizations in resource-limited settings, that allows users to design data collection forms (surveys, member registration forms, technical monitoring forms) and collect data even without internet access through a mobile app, syncing the data when the device regains connectivity — a feature especially relevant for rural Colombian communities with intermittent connectivity.
For an energy community, KoBoToolbox can be used for:
- The new-member enrollment form (capturing social data from stream 4).
- The monthly generation report form for each installation (stream 1).
- Periodic satisfaction and participation surveys (streams 4 and 5 combined).
The pedagogical advantage of introducing this tool is that it requires no programming knowledge: forms are designed via a drag-and-drop interface, and collected data can be exported directly to spreadsheets for simple analysis.
It is recommended that each energy community designate one person (not necessarily the Board Chair) as responsible for KoBoToolbox administration, to prevent data management from depending solely on the organization's political leadership.
Topic 4: Personal data protection — Ley 1581 of 2012
Ley 1581 of 2012 establishes the general personal data protection regime in Colombia, applicable also to community organizations that collect information from their members (names, national ID numbers, addresses, energy consumption data, and in some cases financial or socioeconomic vulnerability data). The key principles:
- Purpose limitation — data may only be used for the specific purpose communicated at the time of collection.
- Freedom — collection requires prior, express, and informed consent from the data subject.
- Security — the organization must adopt reasonable measures to prevent unauthorized access, alteration, or loss of data.
- Right to access, update, and rectify their information at any time.
In practice, the cooperative must have a simple data processing policy (a one- or two-page document, not a complex legal text) that is delivered to each new member upon enrollment, explaining what data is collected, what it is used for, and whom to contact to correct or delete their information.
Failure to comply with this requirement not only exposes the organization to sanctions from the Superintendency of Industry and Commerce but also erodes the trust that is the foundation of cooperative membership.
International reference
What worked in another context and what is transferable to Colombia
Econobis (Netherlands) — a cooperative data management platform
Econobis is a software platform developed in the Netherlands specifically for renewable energy cooperatives, integrating membership management (member registration, capital contributions, communications), technical installation monitoring (real-time energy production), and automated generation of financial and regulatory compliance reports into a single system.
Its relevance for this course lies in demonstrating how well-designed digitization of the six data streams, far from being a technological luxury, becomes a decisive competitive advantage when attracting financing: cooperatives using Econobis can generate a consolidated performance report in minutes that would take other organizations weeks to compile manually.
An important lesson from Econobis for the Colombian context is that the platform was born from a shared need among many small cooperatives that, individually, could not afford a system of this kind, but that collectively (through the Energie Samen federation) were able to fund its development and maintenance.
This suggests a concrete course of action for Colombian energy communities: rather than each community trying to solve its data management in isolation, it would be more efficient for a network or federation of Colombian energy communities (similar to what RUCE groups together) to collectively explore or develop a shared tool adapted to the local context, possibly built on free tools already available such as KoBoToolbox combined with shared spreadsheets.
Discussion questions

- Would it be feasible in Colombia for several energy communities to pool resources to collectively fund a shared digital tool, as Energie Samen did with Econobis?

Module deliverable
The output of this exercise feeds the cooperative's portfolio
Simulated RUCE registration and data collection setup
Participants work in their territorial groups to:
- Complete a simulated RUCE enrollment form with the real or estimated information from their own project (estimated installed capacity, number of families, location), identifying which supporting documents they already have and which are missing.
- Design a new-member registration form — on paper, or directly in KoBoToolbox if connectivity is available in the room — capturing at least 8 data fields corresponding to the six streams covered, including a brief informed consent clause in compliance with Ley 1581.
The designed member registration form (on paper or in KoBoToolbox) together with a list of the documents still pending to complete actual RUCE enrollment.
Spaced repetition: on day 7, a WhatsApp question about the six data streams; on day 21, a question about the principles of Ley 1581 of 2012.
